NBUA has some very good umpires, and plenty of consistent umpires...they have to, or they would get hell from the High Schools, from the WIAA, etc. The problem stems more from the fact that they seem to be scheduling umpires based on the "skill level" of the division they are umpiring at...rec/int divisions get lower ranked umpires compared to the competitive divisions. I know this is true in basketball officiating (I officiate for hte PNBOA), and they have the same assignor...
I don't really mind if they want to use the lower PSSBL divisions as "training" for their umpires, but they should always put a veteran umpire with those lesser skilled folks, and if they're going to use it as training, then the veteran umpire should be willing to step in and "fix" blatantly bad calls (like the guy getting hit by a pitch on ball 4 while a runner was stealing, and the umpire allowed the runner to stay at his newly swiped base).
